This Appledore Research whitepaper examines how AI-RAN investment can do more than improve network performance — and how a specific capability from Cohere Technologies opens an unexpected route to net-new revenue on today’s installed 4G and 5G infrastructure. The paper situates Cohere’s Universal Spectrum Multiplier (USM) and its ECHO dataset in the wider context of the mobile industry’s long-running search for “beyond connectivity” business models.

We evaluate how the delay-Doppler channel model that underpins USM’s capacity gains produces, as a by-product, a continuous high-resolution picture of the radio environment around every connected cell site — feeding AI-RAN compute capacity to effectively turn base stations into passive environmental sensors. We assess the near-term commercial applications this enables, from defence and airspace surveillance to smart-city analytics and sensing-as-a-service, and contrast their addressability with the longer 6G ISAC standards timeline. We also provide our candid view of the risks and open questions operators will need to navigate, including regulatory frameworks, the absence of an established buyer ecosystem, and vendor due-diligence considerations.
